Current Federal Employees must meet Time-in-grade (TIG) requirements as indicated: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements equal to one (1) year of specialized experience equivalent to at least a GS-04.
PROFICIENCY REQUIREMENTS: Applicants must be able to type 40 words per minute and submit a statement of certification with your application package (REQUIRED).
Specialized Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position (Program Support Clerk (OA)). To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-04). Applicants who have the 1 year of appropriate specialized experience, are not required to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
OR
Applicants may substitute education for the experience required for the GS-05 level; Four (4) years above high school. Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
OR
Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05 level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. For example, an applicant has 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience). The applicant meets 75 percent of the required experience and 25 percent of the required education. The applicant meets 100 percent of the requirement for 1 year of specialized experience and is qualified for the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
